If you account is verified you should be able to play. Can you please make sure you are connected to Wi-Fi and your location services in your device settings are turned to always. Turn off any VPNs that could be connected.
You can also try clearing your location cache. For iPhone: Settings - Privacy and Security - Location Services - System Services - then tap Significant Location and then hit Clear History.
